የመናገር፣ ሃሳብን በነጻነት የመግለጽ፣ ወዘተ መብቶች በሚከበሩባቸው አገራት በመጀመሪያ ደረጃ ፓርላማ የሚባል አካል ካላቸው ገዢው ፓርቲ የ99.6 በመቶ ወንበር አይዝም፤ በፓርላማው የተቀናቃኝ ፓርቲ አባልም አንድ ብቻ አይሆንም፡፡ ይህ ከሆነ ስብስቡ “ፓርላማ” ሳይሆን “የ… ፓርቲ ማዕከላዊ ኮሚቴ” ነው የሚባለው፡፡ ከዚህ ሲያልፍ ረቂቅ ሕግጋትና ውሳኔዎች ሁሉ “በአክላሜሽን” ወይም በሙሉ ድምጽ ወይም “በእልልታ” አይደለም የሚጸድቁት፡፡ የተቀናቃኝ ፓርቲ አባላትም የአገርን ጉዳይ በተመለከተ “የሶስት ደቂቃ” የንግግር ገደብ አይጣልባቸውም፡፡
ከጥቂት ቀናት በፊት በኔፓል ፓርላማ የደረሰው “የተከበሩ” የፓርላማ አባላት እንዲህም ያደርጋሉ እንዴ በማለት የሚያስጠይቅ ነው፡፡
ማክሰኞ ምሽት የአገሪቱን የተሻሻለ አዲስ የሕገመንግሥት ረቂቅ ለማጽደቅ የተሰበሰቡት የፓርላማ አባላት በጉዳዩ ላይ ውይይት ከጀመሩ በኋላ ትላንት ሐሙስ ይጸድቃል ተብሎ የተጠበቀው ሕግ እንደታሰበው “በእልልታ” አልጸደቀም፡፡
ገዢው የውህዳኑ ፓርቲዎች ጥምረት ፓርላማው ካለው የ605 መቀመጫ ሁለት ሦስተኛውን የተቆጣጠረ በመሆኑ ረቂቅ ሕጉን በአብላጫ ድምጽ ለማስጸደቅ ሲሞክር ተቃውሞ ቀረበበት፡፡ ተቃውሞውን ያቀረቡ ከ9ዓመታት በፊት ለዘመናት ያካሄዱትን የትጥቅ ትግል አቁመው በሰላማዊ መንገድ ለመታገል መሣሪያ የጣሉት የማዖይስቶች ፓርቲ አባላት ናቸው፡፡ እነርሱ እንደሚሉት ረቂቁ በድምጽ ብልጫ ሳይሆን በሁሉም ፓርቲዎች ስምምነት መጽደቅ ይገባዋል፤ ከዚህ ሌላ በውስጡ ያካተታቸው አንቀጾች ሁሉም ፓርቲዎች የሚስማሙባቸው አይደሉም፤ እንዲያውም ረቂቁ በተለይ ማዖይስቶችን የሚያገል ነው፤ ስለዚህ ሁሉም የሚስማማበት ሊሆን ይገባል፤ … የሚል ሲሆን ይህ ካልሆነ ግን በአገሪቷ ላይ የሚከሰት ችግር አለ በማት አስጠንቅቀው ነበር፡፡
ከዚህ ፍራቻ በመነሳት ተቃውሟቸውን ያሰሙት የፓርላማ አባላት አፈጉባዔው የፓርቲያቸውን ፍላጎት ለማሟላት ረቂቁ ወደ ውሳኔ እንዲሄድ ግፊት ሲያደርጉ በተለይ የማዖይስት ፓርቲ አባላት ጥቃት ሰነዘሩባቸው፡፡ ጥቃቱ የቃላት አልነበረም፤ “በሦስት ደቂቃ” የተገደበም በጭራሽ አልነበረም፡፡
ማዖይስቶቹ የፓርላማ አባላት ድምጻቸው እንደማይሰማ በገሃድ ሲያዩ ድምጻቸው እንዴት መሰማት እንደሚችል በተግባር አሰሙ፡፡ የመነጋገሪያ መሳሪያዎችን (ማክሮፎን)፣ ወንበሮችን፣ ጠረጴዛዎችን እየነቃቀሉ ጫማዎችን ደግሞ እያነሱ መወርወር፣ መገነጣጠል፣ መሰባበር፣ … ጀመሩ፡፡ ረቂቁ ጸድቆ ሕግ ከሆነ በኋላ ከማልቀስ ፓርላማው እንዳይሰራ አደረጉት፡፡ አፈጉባዔው ጉዳት ደረሰባቸው፤ የጥበቃ ኃይሎች ተጠሩ ግን ማስቆም አልቻሉም፡፡ እንዲያውም ከፖሊስ ኃይሉ ጉዳት የደረሰባቸው ሲኖሩ አፈጉባዔውን ጨምሮ ሌሎች “የተከበሩ የፓርላማ” አባላትም የመቁሰል አደጋ ደርሶባቸዋል፡፡
ገዢው የውኅዳን ጥምረት ረቂቁን እንዲጸድቅ እንደሚያስደርግ ቢናገርም ማዖይስቶች ግን በአገሪቷ ላይ አጠቃላይ የሥራ ማቆም አድማ በማድረግና ትምህርት ቤቶች በማስዘጋት ኔፓልን ሲያናውጧት ሰንብተዋል፡፡ “የተከበሩ …” ተብሎ በየሚዲያው፣ በየምግቤቱ፣ በየዕድሩ፣ በየዕቁቡ፣ … ከመጠራት ይልቅ “አንቀጽ 39” ሳይጸድቅ የኔፓል ፓርላማ አባላት ላሁኑ በወንበር ውርወራ ገትተውታል፡፡
ማሳሰቢያ፤ በተለይ በስም ወይም በድርጅት ስም እስካልተጠቀሰ ድረስ በጎልጉል የድረገጽ ጋዜጣ® ላይ የሚወጡት ጽሁፎች በሙሉ የጎልጉል የድረገጽ ጋዜጣ®ንብረት ናቸው፡፡ ይህንን ጽሁፍ ለመጠቀም የሚፈልጉ ሁሉ የዚህን ጽሁፍ አስፈንጣሪ (link) ወይም የድረገጻችንን አድራሻ (https://www.goolgule.com/) አብረው መለጠፍ ከጋዜጠኛነት የሚጠበቅና ህጋዊ አሠራር መሆኑን ልናሳስብ እንወዳለን፡፡
So, what the point of democracy in that case? What if all the parties do not agree and and a law could not be passed in consensus? In that case, the law should be passed as per the requirement of the vote, if it is 50+1 or two-third, or whatever and the rest who did not support the law should accept their defeat. Otherwise, it is somethin else. That law applies to Ethiopian Constitution in general and Article 39 in particular. It is only the hardliner neftegna amharas and some Gurages (those who do not take pride in their being Gurage and want to assimilate themselves either for not liking being Gurage and in fear of being discrimitated, BTW, I have many friends who are Gurages but call themselves amhara and I’m always ashamed form themselves for trying to hide the real identity God gave them) and very few Oromsos, very few Tigres (even those ones are those who are drowned in amhara language and cultute and lost their identity and do not represent the view of the vast majority) who support its annhilation. So, finally, shame on you the writer for not accepting politel when your opinions are not accepted to use force and to admire the hooligans in Parliament.

OH my God is it an article please different categories people are reading this do not write just to write it has no sense you can critic article 39 on the other a lot of country agree with so as one of your reader said the hooligans action is not an example
@Tena; You must be twisted. In the first place Amhara have never been an identity of some sort of ethnic group. As facts on the ground have evidenced that the term Amhara was used just to identify Christianity (Orthodox Tewahdo Christian). The people of Damot, who had been living in the province of these days Welega and part of west shewa were froced to flee to Gojjam and reside there. These people are now among the people who are labeled as amhara and victimized by ethnocentric politicians. Of course, please remind that the children and mothers of the Damot people who were unable to cross the river Abay and protect themselves from the attack of the Oromo ‘invaders’ have been oromonized. These days they are the forerunners to victimize their ancestral brothers ‘the Damots in Gojjam’ and sisters who are labeled ethnically amhara. That is why I dislike to be called ethinically amhara but to exemplify religion. I am the one who are born from the people of Damot, Gojjam and Begemider, therefore I prefer to be ethiopian in general. The so called Ethiopian Constitution do not have room for me and likes. It shouldn’t have the right to award the land of Damot to a single self claimed ethnic group.
