ራሳቸውን ራስ ገዝ አገር አድርገው በማስተዳደር ላይ ያሉት ሶማሌላንድና ፑንትላንድ ከኢትዮጵያ ጋር ውህደት ለመፈጸም የሚያስችላቸውን ሰነድ ለአሜሪካው የውጭ ጉዳይ ሚኒስቴር መ/ቤት (ስቴት ዲፓርትመንት) ማቅረባቸው ተሰማ። ሰነዱ ለእንግሊዝና ለሌሎች የአውሮፓ ሃያል አገራት መቅረቡም ታውቋል። ለጉዳዩ ቅርብ የሆኑ ክፍሎች “እንሰጋለን” ሲሉ የውህደት ጥያቄው ሊተገበር የሚገባው እንዳልሆነ አመልክተዋል።
ከኢትዮጵያ ጋር ለመዋሃድ ጥያቄ ያቀረቡት ሁለቱ የሶማሌ ጠቅላይ ግዛቶች የተጠቀሰውን ሰነድ ማቅረባቸውን የተናገሩት የጎልጉል ምንጮች፣ የሰነዱን ዝርዝርና ውህደቱ በምን መልኩ ሊከናወን እንደሚችል ዝርዝር መረጃ ለጊዜው ከመስጠት ተቆጥበዋል።
ፑንትላንድና ሶማሌላንድ ራሳቸውን ከተበጠበጠችው እናት አገራቸው ነጥለው አገር ማስተዳደር ከጀመሩ ዓመታት ቢያስቆጥሩም እስካሁን ድረስ በአገርነት እውቅና አላገኙም። በዚህ መነሻ ይሁን በሌላ፣ ሁለቱ የሶማሌ ጠቅላይ ግዛቶች ኢትዮጵያን እናት አገራቸው ሆና እንድታስተዳድራቸው ሰነድ አዘጋጅተው ከማቅረባቸው በፊት ከኢህአዴግ ጋር ረዘም ላለ ጊዜ ሲመክሩ ቆይተዋል።
“ባለራዕዩና ወደር የሌለው የኢትዮጵያ ልጅ” እየተባሉ የሚጠሩት ሟቹ ጠ/ሚ/ር በህይወት እያሉ የተጀመረው ይህ የውህደት ጥያቄ ተግባራዊ ሊሆን ስለሚችልበት፣ ስለሚያስገኘው ጥቅምና ጉዳት አስተያየት እንዲሰጡ የተጠየቁ ዲፕሎማት “እኔም ሆንኩ ሌሎች ስጋት አለን” ይላሉ። ሲያስረዱም “ወደብ እናገኛለን። ቆዳችን ይሰፋል። ነገር ግን ችግሩ ደግሞ ከዚህ ሁሉ የከፋ ነው” ብለዋል።
ችግሮቹን መዘርዘር ምን አልባትም በአገር ቤት የተለያዩ የእምነት ተቋማትና ምዕመናን ዘንድ ቅሬታ ሊያስነሳ እንደሚችል ያመለከቱት ዲፕሎማት ኢህአዴግ እጁን ሰብስቦ ሊቀመጥ እንደሚገባ መክረዋል። በሶማሊያ አካባቢ ካለው የአክራሪ ሃይላት መስፋፋት ጋር በተያያዘ ለደህንነት ሲባል ሃያላን አገሮች ጥያቄውን ሊደግፉት እንደሚችሉ ያመለከቱት አስተያየት ሰጪ “ውህደቱ በግፊትና በድጎማ ስም ተግባራዊ ይሁን እንኳን ቢባል ቅድሚያ የኢትዮጵያ ህዝብ በይፋ ደምጽ ሊሰጥበት ይገባል፣ ከፍተኛ የእምነት ቁጥር አለመመጣጠን ያስከትላል” የሚል ጥቅል ሃሳብ ሰንዝረዋል።
ኢህአዴግ በቀድሞ መሪው አማካይነት የሶማሌ ወደቦችን አማራጭ አድርጎ የመጠቀም ስትራቴጂ እንዳለው በተደጋጋሚ ሲገለጽ ነበር። ለዚሁ ተግባራዊነት መጨረሻው በይፋ ባይታወቅም በኢትዮጵያ ወጪ ወደቡ ድረስ ዘልቆ የሚገባ የመኪና መንገድ ግንባታ ተጀምሮ አንደነበር የሚታወስ ነው። በተለይ የፑንትላንድ ፓርላማ ሰዎች በተደጋጋሚ አዲስ አበባ ይመላለሱ አንደነበርም አይዘነጋም።
የህወሃት ሰዎች የወደብ ጉዳይ ካሳሰባቸው የኢትዮጵያ ንብረት የሆነውን የአሰብን የባህር በር ወደ ቀድሞው መንበሩ የመመለስ ስራ አጠንክረው መስራት የሚያስችላቸው ሰፊ የህግና የመብት አግባብ ስለመኖሩ የተናገሩት ዲፕሎማት “ሶማሌ አሁን ችግር ውስጥ ብትሆንም ህጋዊ ክልሎቿን ለመጠቅለል መስማማት የአንድን አገር ሉአላዊነት የመዳፈር ያህል በመሆኑ ጊዜ ጠብቆ ዋጋ ያስከፍላል። የህግ ድጋፍም የለውም፤ በፌዴሬሽን ለመቀላቀልም ቢሆን የሚያስችል አግባብ የለም” ብለዋል።
በቅርቡ ለመጠጥ ውሃ ፕሮጀክት “ፓርላማው” ሳያውቅ ከኢትዮጵያ ተቆርጦ የተሰጠውን መሬት አስመልክቶ ለተፈጠረው ቅሬታ መልስ የሰጡት የውጪ ጉዳይ ሚኒስትር ቃል አቀባይ ዲና ሙፍቲ “ከጅቡቲ ጋር የሚፈጸመው ውህደት አንዱ አካል ነው” በማለት የመሬቱን አላግባብ መሰጠት ማስተባበላቸው የሚታወስ ነው። ሪፖርተር ቃል አቀባዩን ጠቅሶ በወቅቱ እንደጠቆመው ኢህአዴግ ለጅቡቲ ያቀረበው የመሬት ግብር /ስጦታ/ በሂደት “ለመጠቃለል” የሚያስችል ውለታ ተደርጎ የሚቆጠር መሆኑን ነው። ኢትዮጵያ በራሷ ወጪ በጅቡቲ ወደብ ላይ የወደብ ኮሪዶር ለመስራት ከስምምነት መድረሷንም አስቀድሞ በቃል አቀባዩ አማካይነት መገለጹ አይዘነጋም። ይህንን የሚያስታውሱ የቀደመው ወደብ የመገንባት ውል እያለ ባቋራጭ “የውህደት ሃሳብ እንዴት ተሰነቀረ?” ሲሉ ይጠይቃሉ።
በተመሳሳይ ፑንትላንድና ሶማሌላንድ ከኢትዮጵያ ጋር ለመዋሃድ ፍላጎት ቢኖራቸውም በተግባር ሊውል የማይችል ቅዠት እንደሆነ አስተያየት ሰጪዎች አመልክተዋል። ሁለቱ ክፍለ ሃገሮች የኢትዮጵያ አካል ከሆኑ በኋላ በአንቀጽ 39 ንዑስ ቁጥር 1 መሠረት “የራሳቸውን ዕድል በራሳቸው የመወሰን እስከ መገንጠል ድረስ ያለው ያልተገደበ መብት” መሰረት በማድረግ ዳግም የመገንጠል ጥያቄ በማቅረብ ኢህአዴግ አስቀድሞ እውቅና እንዲሰጣቸውና አንደ ኤርትራ ውለታ እንዲሰራላቸው ተመኝተው ሊሆን አንደሚችል የሸረደዱም አሉ።
ማሳሰቢያ፤ በተለይ በስም ወይም በድርጅት ስም እስካልተጠቀሰ ድረስ በጎልጉል የድረገጽ ጋዜጣ® ላይ የሚወጡት ጽሁፎች በሙሉ የጎልጉል የድረገጽ ጋዜጣ®ንብረት ናቸው፡፡ ይህንን ጽሁፍ ለመጠቀም የሚፈልጉ ሁሉ የዚህን ጽሁፍ አስፈንጣሪ (link) ወይም የድረገጻችንን አድራሻ (https://www.goolgule.com/) አብረው መለጠፍ ከጋዜጠኛነት የሚጠበቅና ህጋዊ አሠራር መሆኑን ልናሳስብ እንወዳለን፡፡

ዳሩ ግን፣ በጭቃ ላይ እግር አያርፍም ጭቃ ለማድረግ ካልሆነ በስተቀር። ያለው መንግሥትና የዘረጋው ስነስርዓት እንኳን ሌላ ሊጨመርበት ያለውም ለጥፋት እያንጸራራ ነው። ስለዚህ፣ ይህ ሀሳቢ ሊታሰባና እንዲሰራ ሊደረግ የሚችለው፣ የጎሳ ሀገሪቱን በሚገባው አስተዳደር መልክ ስትቀመጥ እና በሌላ መልክ ስትስተካከል ብቻ ይሆናል። ይህንን የማይቀበለው ወያኔ መወገድ አለበት። ይህ ካልሆነ እንኳንስ የኢትዮጵያ ሕዝብ ቀርቶ ላስተያየትም እንኳን የውጩ መንግሥታት እንደራሴዎች፣ መሪዎች የማይታያቸው ስለሚሆን አስቀድመው የሚያጣጥሉት ጉዳይ ይሆናል።
ስለዚህ ሀሳቡ ከፑንትላንድና ሶማሊላንድ ሕዝብ እስከመጣ ድረስ እጅግ ተደርጎ መደነቅ ያለበት ከዚያም በላይ እንዲሰራ ለማድረግ ጎዳናውን መጥረግ መጀመር አለበት። ሀሳቡ ይጋብዛል ያስገድዳል። ማለትም ጥናቱ ይቀጥላል። እኔም የተሰማኝን በዚች አጭር ቃል እንደገለጽኩት በሰፊው አጥንቼ እንዳማቀርብ ፍላጎት አድሮብኛል። እጅግ በጣም ተደስቻለሁ። አዲስ አድማስ መስሎ ታይቶኛል።
