የአሜሪካ የብሔራዊ የደኅንነት ምክርቤት እንደ አውሮጳውያን አቆጣጠር በ2030 የሚከሽፉ 15 መንግሥታትን (failed states) ዝርዝር አውጥቷል፡፡ “በግጭት መብዛትና በአካባቢ ጥበቃ ቀውስ ምክንያት” ይከሽፋሉ ተብለው ከተተነበዩት የአፍሪካ፣ የእስያና የመካከለኛው ምስራቅ አገራት መካከል ኢትዮጵያ አንዷ ነች፡፡
እጅግ የነጠረ፣ ያልተዛባና የተጠና ዘገባ ለአሜሪካ የስለላ ተቋማት፣ የውጭ ጉዳይ ፖሊሲ አውጪዎችና ለዓለምዓቀፍ ግንኙነት ተመራማሪዎች በማውጣት የታወቀው የአሜሪካ ብሔራዊ የደኅንነት ምክርቤት ከተቋቋመ በርካታ ዓመታትን አስቆጥሯል፡፡ ምክርቤቱ በሚያወጣቸው ዘገባዎች የአሜሪካ መንግሥትም ሆነ የተለያዩ መ/ቤቶች ተጽዕኖ እንደማያደርጉበት የሚናገር ሲሆን፤ ዘገባዎቹንም ከአድልዎ እና ከአሜሪካ መንግሥት አቋም ነጻ በመሆን እንደሚያዘጋጃቸው ይናገራል፡፡
የም/ቤቱ ዘገባ በተለይ ምርጫ ከተካሄደ በኋላ ለመጪው ፕሬዚዳንት የወደፊቱን የዓለማችን መልክ ምን እንደሚመስል የመካከለኛና የረጅም ጊዜ ስትራቴጂካዊ አስተሳሰቦች እና ዓለምአቀፋዊ ዝንባሌዎች ላይ አቅጣጫ የሚጠቁም ትንበያ ያደርጋል፡፡ ለፕሬዚዳንቱ ዓለምአቀፋዊ የደኅንነት ዘገባ ያቀርባል፤ ለብሔራዊ የጸጥታ ምክርቤት እና ለአገር ውስጥ ደኅንነት መ/ቤት ምክር ያቀብላል፤ በአጠቃላይ የአሜሪካን የስለላና የደኅንነት ማኅበረሰብ ሊከተል በሚገባው ጉዳይ ላይ አቅጣጫ የሚያስይዝ ሃሳብ ያቀርባል፡፡
በዚሁም መሠረት ባለፈው የታህሳስ ወር “በ2030 የዓለም አቅጣጫ፡ አማራጭ አገራት” በሚል ርዕስ አንድ ዳጎስ ያለ ጥናት አቅርቧል፡፡ ይኸው 160ገጽ ያለው ዘገባ የዛሬ 17ዓመት የዓለማችን ገጽታ ምን እንደሚመስል ከየአገራቱ በተወሰደ ጥናትና እዚያው በሚገኙ ተመራማሪዎች የሰበሰበውን ያካተተ ነው፡፡ ዓለማችን የምታዘነብልባቸው ቀዳሚ ሁኔታዎች አንዱ ሰዎች በራሳቸው አነሳሽነት ድህነትን ለመቀነስ፣ በትምህርት ለማደግ፣ በቴክኖሎጂና በህክምና ለመራቀቅ እንዲሁም በገቢም የመካከለኛው መደብ ላይ ለመድረስ የሚያደርጉት ጥረት በከፍተኛ ሁኔታ ከተጠቀሱት አንዱ አቅጣጫ ጠቋሚ ነው፡፡
ሌሎቹ ዓለምን አንድ አድርጎ በመዳፉ ሥር የሚገዛ ኃይል የማይነሳ መሆኑ ከሚታዩት ከፍተኛ ዝንባሌዎች ተጠቃሽ ሲሆን አሜሪካ ምንም እንኳ “የዓለም ፖሊስ” የመሆኗ ሁኔታ የሚቀንስ ቢሆንም የዓለምን አቅጣጫ መቆጣጠሯ ይቀራል ማለት እንዳልሆነ ይጠቁማል፡፡ የዓለም የሕዝብ ቁጥር ከመጨመሩ አኳያ “እያረጁ” የሚሄዱ አገራት የኢኮኖሚ ዕድገታቸው እንደሚያሽቆለቁልና ከገጠር ወደከተማ ፍልሰት እንደሚጨምር፤ 60በመቶ የሚሆነው የዓለማችን ሕዝብ በከተሞች አካባቢ ኑሮውን እንደሚያደርግ ይተነብያል፡፡ በዚህም ምክንያት የውሃ፣ የምግብና የኃይል (ኤነርጂ) ፍላጎት ከሕዝብ ቁጥር መጨመር ጋር ተያይዞ በከፍተኛ ሁኔታ እንደሚያድግ ይናገራል፡፡ የቴክኖሎጂ ምጥቀትና የማኅበራዊ ሚዲያ አገልግሎትም የዓለማችንን አቅጣጫ እንደሚቀይር ያስረዳል፡፡
የቻይና እና የአሜሪካ ግንኙነት በስፋት እንደሚቀጥልና በበርካታ ፈርጆች ትብብርና ስምምነት እየፈጸሙ ሰፋ ያለ ዓለምአቀፋዊ ኅብረት እንደሚያደርጉ የሚናገረው ይህ ሪፖርት በየአገራቱ እየሰፋ የመጣው በድሃና በሃብታም መካከል ያለው ክፍተት የማኅበራዊ ቀውስ እንደሚያስከትል ይጠቁማል፡፡ ይህም ቀውስ በአንዳንድ አገራት ውስጥ እየሰፋ በመምጣት ለተባባሰ ግጭትና ክስረት እንደሚያጋልጥ የኑሮ ልዩነቱም የማኅበራዊ ቀውሱን ወደ ከፍተኛ ደረጃ እንደሚያደርሰው ይተነትናል፡፡ የሃይማኖት ሚና እንደሚጨምር የጠቆመው ዘገባ ይህንኑ ተከትሎ መካረርና ግጭት እንዲሁም አሸባሪነት ለመስፋፋት ሃይማኖት ምክንያት እየሆነ እንደሚሄድ ይናገራል፡፡
በዘገባው ከተነገረው በተጻጻሪ ሁለተኛው የዓለም ጦርነት ከተጠናቀቀ ወዲህ እስካሁን በ44 አገራት ጉዳይ በቀጥታና በተዘዋዋሪ መንገድ ጣልቃ በመግባት ጦርነት ያካሄደችው አሜሪካ የዓለም ኃያል ሆና እንደምትቀጥል በመናገር ሪፖርቱን የሚያጣጥሉ ጥቂቶች አይደሉም፡፡ እንደማስረጃም አድርገው አሜሪካ በተለያዩ አገራት ያላትን 737 የወታደራዊ ተቋማት ይጠቅሳሉ፡፡ ስለሆነም ዘገባው የአሜሪካ የበላይነት የመቀነሱን ጉዳይ አንስቶ የተናገረውን አይቀበሉም፡፡
ዘገባው የዓለማችንን የወደፊት ሁኔታ ሲተነብይ በዋንኛነት ከጠቀሳቸው ጉዳዮች አንዱ በ2030 የሚከሽፉ መንግሥታትን ዝርዝር ሰጥቷል፡፡ “በግጭት መብዛትና በአካባቢ ጥበቃ ቀውስ ምክንያት” የሚከሽፉ መንግሥታት ተብለው ከተጠቀሱት 15 አገራት መካከል ኢትዮጵያ እንዷ ስትሆን አፍጋኒስታን፣ ፓኪስታን፣ ባንግላዴሽ፣ ቻድ፣ ኒጀር፣ ማሊ፣ ኬኒያ፣ ቡሩንዲ፣ ሩዋንዳ፣ ሶማሊያ፣ ዴሞክራቲክ ሪፓብሊክ ኮንጎ፣ ማላዊ፣ ሃይቲና የመን የተቀሩት ናቸው፡፡
ይሁንና ይኸው ም/ቤት እኤአ በ2015 ፓኪስታን የምትከሽፍ አገር ትሆናለች በማለት ትንቢት ሰጥቶ ይኸው እስካሁን አለች በማለት ዘገባውን የሚያጣጥሉ ክፍሎች ኢትዮጵያም ሆነ ሌሎቹ አገራት ለመክሸፋቸው በቂ ማስረጃ የለም በማለት የዘገባውን ጥቆማ ይቃረናሉ፡፡ በሌላ በኩል እንዲህ ያለው የመክሸፍ ሁኔታ ሊዋጥለት የማይችለው ኢህአዴግ “ህዳሴ፣ ውዳሴ” ከማለት ይልቅ ይህንን ጉዳይ አጥብቆ ሊያስብበት እንደሚገባና የሥርዓት መበስበስ አመላካች የሆነውን “የመንግሥት ሌቦች” መበራከት መፍትሔ ሊያበጅለት እንደሚገባ ደጋፊዎቹና አመራሩ በየጊዜው የሚያነሱት ነጥብ ነው፡፡
በዚሁ የኢትዮጵያ እንደ አገር የመክሸፍ ጉዳይ ላይ ያነጋገርናቸው አሁን ካላቸው ተግባር አኳያ ስማቸው እንዳይጠቀስ የፈለጉ በአውሮጳ የሚገኙ የፖለቲካና ዓለምአቀፋዊ ግንኙነት ተመራማሪ “ችግሩ የኢህአዴግ ብቻ ሳይሆን የተቃዋሚውም ነው” ይላሉ፡፡ “በአገር ውስጥ ያለው ተቃዋሚ ከውስጥ የሥልጣን ሽኩቻና ከስብሰባ/ውይይት ጋጋታ ባለፈ መልኩ ሕዝብን የሥልጣን ባለቤት ሊያደርግ የሚችል የተቀናጀና ውጤታማ ተግባር ሊፈጽሙ ይገባቸዋል” የሚሉት ምሁር በውጭ ያለውም “ከጊዜያዊና ጥቃቅን የራስ ክብር የመፈለግ አካሄድ በመላቀቅ ተጨባጭ ለውጥ የሚያመጣ ጡንቻውን በወያኔ ላይ ማሳረፍ ይጠበቅበታል” ብለዋል፡፡ “የደኅንነት ተቋሙ ባወጣው ዘገባ ላይ በግልጽ እንደተነበየው የማኅበራዊ ሚዲያ ተጽዕኖ የመጨመሩ ያህል በውጭ ያለው ኢትዮጵያዊ ይህንኑ ለውጥ ማምጣት የሚችል የዘመኑ ቴክኖሎጂ ለአሉባልታና ተራ የፖለቲካ ወሬ ከመጠቀም ይልቅ አገር ለማዳን ተግባር ሊጠቀምበት ይገባል” በማለት አስተያየታቸውን ደምድመዋል፡፡
የደኅንነት ምክርቤቱ ያወጣው ሙሉ ዘገባ እዚህ ላይ ይገኛል፡፡
ማሳሰቢያ፤ በተለይ በስም ወይም በድርጅት ስም እስካልተጠቀሰ ድረስ በጎልጉል የድረገጽ ጋዜጣ® ላይ የሚወጡት ጽሁፎች በሙሉ የጎልጉል የድረገጽ ጋዜጣ®ንብረት ናቸው፡፡ ይህንን ጽሁፍ ለመጠቀም የሚፈልጉ ሁሉ የዚህን ጽሁፍ አስፈንጣሪ (link) ወይም የድረገጻችንን አድራሻ (https://www.goolgule.com/) አብረው መለጠፍ ከጋዜጠኛነት የሚጠበቅና ህጋዊ አሠራር መሆኑን ልናሳስብ እንወዳለን፡፡

The original report says quite different from what GolGul is saying:
In 2008, Ethiopia ranked 10th (Risk of Failing state) and the report forecasts that Ethiopia will rank 15th in 2030. So this is an improvement. According to the report Ethiopia will be more stable.

There is a huge difference between the two. And just for the record, according to the report, Ethiopia’s rank is not 15th but 14th.

Quick point here. Why did some people look disappointed with this report? The report is actually re-enforcing what Ethiopian scholars predicted probably six to seven years back in Ethiopian Economic association, a workshop proceeding edited by Dr. Birhanu et al, if I’m not mistaken. The scholars predicted, if Ethiopia continues in the same trend, Ethiopia by 2020 will be not only in failed states category but will end up fragmented into ethnic conflict like Somalia. Since then things are not getting better in Ethiopia but spiraling in downward trend. So, we should not be surprised by this report prediction, we should be surprised why they are so behind and fail to predict what the Ethiopians scholars predicted six to seven years before.

Anyways, you are right about Ethiopia ranking 14 (not 15) in the list of 15 countries the report projects to have “some kind of state failure” by 2030.
The article says also the following about Ethiopia (page 15):
“In Africa, Egypt, Ethiopia, and Nigeria have the potential to approach or surpass South Africa in overall national power, but the key will be better governance to further economic growth and social and human development.” It would have been balanced if you also mentioned this instead of focussing only on the negative.
I would like to point out 2 mistakes in your review of the report:
1. The title you gave to the review is not inline with the intention of the report. You give the impression that “Ethiopia is doomed to fail as a nation by 2030” while the original report literally says the following: “The table above lists countries that are projected to have a high risk of instability, conflict, or some other type of state failure in 2030 because of their poor human ecology and resilience.” Big difference….!!!! (not to mention the ranking improvement between 2008 and 2030 that you conveniently ignored to mention!)
2. The authors of this report say the following at the beginning of the Executive Summary:”this report is intended to stimulate thinking about the rapid and vast geopolitical changes characterizing the world today and possible global trajectories during the next 15-20 years. As with the niC’s previous Global trends reports, we do not seek to predict the future—which would be an impossible feat—but instead provide a framework for thinking about possible futures and their implications.” On the other hand your understanding of the report seems to me (specially reading your reply to my comment) that things mentioned in this report ARE GOING TO HAPPEN.
My point in all this is simple and as follows: Just because you believe the Ethiopian government will look bad, DO NOT trash your country and people. Be a responsible journalist. EVERY ONE of us is responsible for Ethiopia’s rise or fall.

Thanks for your reply. Don’t be surprised for receiving a reply from us because we value our readers’ comments more than anything else. We do not reply to every comment posted but only to those that question our professionalism and integrity which, we believed, is stated on your previous comment. However, we don’t want to be engaged in a perpetual back and forth dialog type of commenting. As we have tried to explain it to you in our previous comment, what we wrote here is not an opinion but a news article. A correspondent may report a homicide committed by his own son. When he reports it he is a reporter but outside his line of duty he is a sympathetic father of a troubled kid. As far as balancing, reporting, … this news article about failed states has it all for we know what we did. We do not just copy/paste stuff and call it a news. But here we’d like to inform you again that there is a HUGE difference between writing an opinion vs writing a news. Misunderstanding this critical issue affects not only reporters but readers as well.
So what we advice you here is to write an article about this news we reported – something like Op-ed and we will be glad to post it.

Nice dialog between golgul and one of its readers. I enthusiastically read all comments, with a special focus on those two arguing parties. It is good to speak our minds and come to a common ground that unifies us at the end. We don’t have to necessarily insult or badmouth each other as a tradition; we should bring ourselves off the path of the Woyannes and some riffraff ignoramuses in the opposition who prioritize their political interests and economic advantages. We should come to our conscience and emulate the positive experiences of the so called civilized world wherein mutual understanding based on equality and civility is the common feature that binds citizens in harmony.
